Understanding ISF 10+2
The Importer Security Filing (ISF), commonly called "10+2", requires detailed cargo information before ocean shipments reach US waters. Non-compliance brings steep $5,000 penalties per violation. Understanding requirements ensures compliance and smooth imports.
What Is ISF?
- CBP security filing implemented 2009
- Required 24 hours before vessel loading
- 10 data elements from importer
- 2 data elements from carrier
- Applies to ocean imports only (not air)
The 10 Importer Data Elements
Entity Information
- Seller name and address: Legal seller of goods
- Buyer name and address: Legal buyer
- Importer of record number: IRS number with CBP
- Consignee number(s): IRS number for cargo recipient
- Manufacturer (supplier) name and address: Actual producer
Product Information
- Country of origin: Where goods are manufactured
- Commodity HTSUS number: At least 6-digit HTS code
Ship and Location Information

Looking Forward
ISF requirements will continue evolving with security priorities and technology. Trade enforcement expansion (UFLPA, forced labor) means more data and scrutiny. Automation and AI will both reduce burden and increase detection. Best-in-class importers view ISF as part of broader supply chain excellence rather than compliance burden alone.
